I was noticing on some maps it appears that the symbol for county
seats is used for two different cities in some counties in
Mississippi. Does anyone know for sure?

Yes, some counties have 2 seats.

Kentucky has 2 counties like this, despite the fact that most newer maps
only show one seat in each.

It does? That's news to me....

Now, some counties have branch courthouses in areas outside the county
seat -- for instance, there's a branch office of the county clerk's
office at Belfry in Pike County, and the county seat is in Pikeville
-- but there is only one official coujnty seat.

And contrary to popular belief, Newport and Covington aren't county
seats. Alexandria and Burlington are the seats, IIRC.

The county in NE Arkansas (name escapes me) has two county seats shown
in the Rand McNally atlas -- Piggott (where US 49 ends) and another
town, which name also escapes me.

The county seats of Campbell County are Newport and Alexandria.

The county seats of Kenton County are Covington and Independence.

Both cities in both counties have a courthouse.

But Rand McNally Road Atlas marks only Alexandria and Independence as
the county seats, while World Almanac lists only Newport and Covington.

This site gives more details:

That's not at all unusual, especially in very urban counties or
counties that cover a very large physical area (like San Bernardino
County, CA.)

Clay County, AR...the other county seat is Corning.

Actually branch courthouses are common in every county with a larger
population in California. Santa Clara County has branches of the
superior court in Palo Alto, Sunnyvale, Los Gatos and Gilroy, in
addition to the main one in San Jose. Santa Cruz has a branch in
Watsonville, San Mateo has them in San Mateo and South San Francisco,
and Alameda has them in Fremont and Pleasanton.

Technically the two areas administered by these two county seats are
called judicial districts. The county may have some services in
common, but there may be 2 courts, 2 tax collectors, 2 assessment
offices, etc

Found this list at: https://geology.com/county-map/mississippi.shtml
